二、鑒於申請登記為候選人者，對國際法及臺灣地區與大陸地區人民關係條例有關具中華民國以外國籍不得擔任民選公職之規定，應予知悉，且民選公職人員對國家負有高度忠誠義務，選民對候選人是否未在大陸地區設有戶籍、領用大陸地區護照，以及具中華民國以外國籍之情事，應有知悉權利，爰修正旨案細則第15條，增列候選人登記申請調查表應包括未在大陸地區設有戶籍與領用大陸地區護照，及不具其他國家國籍之具結情形，候選人具結情形並刊登選舉公報等規定。
